How to allow Standard Users to Install local printers (or other device drivers)

This can be done via Group Policies.

Create a new group policy object and go to:

Computer Configuration -> Policies -> Administrative Templates -> System -> Driver Installation

Double Click on Allow non-administrators to install drivers for these device setup classes

Change the setting to Enabled

Click Show and enter the allowed device driver classes (see below).

Printers:

Class = Printer
ClassGuid = {4d36e979-e325-11ce-bfc1-08002be10318}

Printers, Bus-specific class drivers:

Class = PNPPrinters
ClassGuid = {4658ee7e-f050-11d1-b6bd-00c04fa372a7}

 
This class includes SCSI/1394-enumerated printers. Drivers for this class provide printer communication for a specific bus.
